[lugip] IPCOP Firewall VPN issue

I am trying ot get a checkpoint firewall to connect to an IPCOP firewall.  I
have done it before with out any problems.  But this time I am trying to add
a new VPN to an IPCOP firewall and am getting the following error in the
log:

packet from 74.11.246.194:500: initial Main Mode message received on
67.111.182.163:500 but no connection has been authorized with policy=PSK

I have a policy set up for this address and it's not seeing it.  I have
tried it on 3 other IPCOP boxes and have been getting the same error.

Any help other  then go search google will be appreciated.
